On the evening of February 8, at Tam Chuc Tourist Area, Ba Sao Ward, Kim Bang Town, the Ceremony to Announce the Resolution of the National Assembly Standing Committee (NASC) on the establishment of Kim Bang Town took place.

Comrade Nguyen Thi Thanh, member of the Party Central Committee, Vice Chairwoman of the National Assembly spoke at the ceremony.

As a land with a rich history, cultural and revolutionary traditions, Kim Bang is of great significance to the development of Ha Nam province and the Northern Delta region. The Congress of Kim Bang District Party Committee for the 2020-2025 term resolved to strive to build Kim Bang District into a town before 2025. To concretize the task, right from the beginning of the term, the District Party Committee issued a thematic resolution on building the district into a town before 2025; directed communes to build and issue resolutions to become wards before 2025. The task set for building Kim Bang District into a town is to develop a general urban plan and complete the criteria for recognizing a type IV urban area for the entire administrative boundary of Kim Bang District. After 4 years of implementation, Kim Bang urban area achieved 59/63 standards, reaching 86.98 points, exceeding the minimum by 11.98 points, which is an important basis for the Appraisal Council of the Ministry of Construction to unanimously approve. On November 8, 2023, the Ministry of Construction issued Decision No. 1128/QD-BXD on recognizing Kim Bang district, Ha Nam province as meeting the criteria for a type IV urban area; on November 8, 2024, the Ministry of Construction issued Decision No. 1036/QD-BXD on recognizing the level of urban infrastructure development for the area planned to establish wards in Kim Bang urban area, Ha Nam province.

Along with that, the construction and adjustment of administrative boundaries at the commune level to become wards, merging Nhat Tuu and Nhat Tan communes into Tan Tuu ward, keeping 9 communes to become wards in the period of 2023-2025; 5 administrative units expected to be established as wards in the period of 2026-2030 and 2 suburban units. The results of the consultation showed that 98.53% of voters agreed with the Project to establish Kim Bang town and arrange commune-level administrative units under Kim Bang town. This is an important condition to complete the dossier to submit to the competent authority for the Project to establish Kim Bang town. On November 14, 2024, the Standing Committee of the 15th National Assembly voted unanimously and issued a Resolution to establish Kim Bang town and establish and arrange wards under Kim Bang town.

Comrade Ngo Trung Thanh, Vice Chairman of the National Assembly's Law Committee, announced the Resolution of the National Assembly Standing Committee on the establishment of Kim Bang town.

At the ceremony, Comrade Ngo Trung Thanh, Vice Chairman of the National Assembly's Committee for Law, announced Resolution No. 1288 (dated November 14, 2024) of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Ha Nam province in the period of 2023 - 2025. Accordingly, Kim Bang town was established on the basis of the entire natural area of ​​175.40 km2 and a population of 145,744 people of Kim Bang district. After its establishment, Kim Bang town has 17 commune-level administrative units, including 10 wards (Que; Ba Sao; Tuong Linh; Thi Son; Dong Hoa; Ngoc Son; Dai Cuong; Le Ho; Tan Son; Tan Tuu) and 7 communes (Hoang Tay, Kha Phong, Lien Son, Nguyen Uy, Thanh Son, Thuy Loi, Van Xa). At the same time, establish the People's Procuracy and People's Court of Kim Bang town on the basis of inheriting the People's Procuracy and People's Court of Kim Bang district.

Comrade Nguyen Thi Thanh, member of the Party Central Committee, Vice Chairwoman of the National Assembly, presented the Resolution of the National Assembly Standing Committee on the establishment of Kim Bang town to the Party Committee, government and people of Kim Bang town.

Presenting the Resolution on the establishment of Kim Bang town and speaking at the ceremony, Vice Chairwoman of the National Assembly Nguyen Thi Thanh praised and congratulated the outstanding results and achievements that the Party Committee, government and people of the town have achieved in the past time, making positive contributions to the development of Ha Nam province. She emphasized: the establishment of Kim Bang town not only affirms the Central Government's trust in the position and development potential of the locality but also motivates Kim Bang to continue focusing resources on developing technical infrastructure and social infrastructure, meeting the criteria of a dynamic, modern and civilized urban area. At the same time, she believes that in the new development stage, Kim Bang town, together with Duy Tien town, Phu Ly city and other localities of the province, will soon build Ha Nam into a beautiful, civilized, smart, modern city directly under the Central Government, a logistics center for high-tech industry, healthcare and healthcare; education and training, tourism services, and trade in the Red River Delta; along with the whole country, Ha Nam province and Kim Bang town continue to have breakthroughs and dynamic development, achieving the economic growth target of 8% or more in 2025 and striving for double-digit growth in the period 2026-2030. He requested the Party Committee and the government of Ha Nam province and Kim Bang town to continue to strive to well implement the Party's policies and guidelines, focusing on the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress for the 2020-2025 term.

At the same time, thoroughly grasp and effectively implement the Party's viewpoints and policies on urban planning, management and sustainable development, creating a development space for the province according to a multi-center model, in order to optimize resources and create a synchronous growth momentum for localities in the province. Focus on making the most of the strategic location to strengthen regional connectivity with the capital Hanoi and the provinces and cities of the Red River Delta, determined to make Ha Nam an attractive destination for potential investors; constantly innovate, create, improve competitiveness, affirm its position in the global value chain.
